A switch bill of lading is a second set of bills issued by or for the carrier to replace the originally issued set while cargo is in transit, typically changing the named shipper, consignee, or other commercial details. The first set must be surrendered before the switch set is issued.
The classic use is triangular trade: a trader buys from a manufacturer and sells to an end customer, and does not want the two to see each other on the documents. Switching the B/L at an intermediate stage hides the supplier, adjusts the invoice-facing details, or splits one set into several.
The mechanism is legitimate but tightly controlled, because two live sets of title documents for one cargo would be an instrument for fraud. Carriers and their agents demand surrender of all first-set originals, and details that misdescribe the goods or their origin can cross into deception. Requests are usually vetted case by case.
A switch changes paper, not physics: the container keeps its number, vessel, and event stream, so tracking by container number stays continuous even when the B/L number changes mid-voyage. Issuing a replacement set is lawful when the first set is fully surrendered and the new set does not misrepresent the cargo, its condition, or its origin. Misuse, such as concealing origin to evade sanctions or duties, is not.
The carrier or its authorised agent at a port the carrier permits. Forwarders can arrange it for house bills they issued, on the same condition of surrendering the originals.
